Motion detection not working from inside to outside

I have put a camera on the inside of the house on window sill but it's not picking up any motion outside. Why does it not work through window ps I have had in the past swann cameras in exact same place and worked perfect

The Arlo cameras work on PIR detection and WILL NOT work thru glass as glass blocks the IR the use to detect motion,

( except the Q cams and Baby which use changes in the pixels; actual picture )
