Model Number VMS3230 won't discover one of cameras

I have 2 sets of Arlo (VMS3230) which came with two Arlo cameras each, for a total of 4 cameras.  Each base station is supposed to be capable of syncing up to 5 cameras.  Howwever, one camera can't be discovered by one base station, though it would sync with the other base station.  The first setup had all 4 cameras synced to only one base station until one camera stopped syncing.  I tried having it discovered by the 2nd base station (which i keep as reserve), and it worked.  However, the 4rth still won't sync with the base station even after it was tested ok with the 2nd (reseve) base station.

First, you can sync up to 15 cameras per base. The limitation is that only 5 can stream at one time on that base.

When you tried syncing, did you remove the camera from Settings, My Devices first? Also, when syncing, did you just briefly press the base sync button and didn't hold it for 2 seconds?
