I need to know if any of these arlo systems can become a true Closed-circuit television. I work at an elderly care facility and need to make sure I stick to HIPPA guidelines. This means I can not be sending any data from this camera out over the internet. I want the camera to only be viewed by an IPhone(and maybe if possible a win10 PC) that is connected to the same Wifi. Nothing needs to be recorded ether. This is strictly a real time monitor. 

 

Again I can only have local communications. No data can leave my network.

No. These cameras are designed to be cloud based. If you disconnect the ethernet cable from a Pro base station, you can have recording only to an optional USB drive. BUT you cannot view the contents of the drive without removing the USB drive and inserting it into a computer to view the video files with VLC.

So no, it's no HIPAA compliant, sorry.
