We just hooked our system up our system two days ago and one set of batteries came at 50%.  The other two sets were 100%.  The other thing we were discouraged about is the lag time between when the action happens and when it notifies up on our phone.  Someone would already be in our home before the notification sound goes off.  That is very scary and defeats the object of why we purchased the Arlo Wire-Free HD cameras.  If we are not at home, this is alright but if we are sleeping, this is NOT OK........  Is there a fix for this situation?

50% batteries implies that one set (front or back) of the batteries isn't making contact. When inserting batteries, simply place them in the slots and don't push them down since the tolerances of the battery size sometimes causes them to stick down. Let the battery door do the pushing.

The lag in notifications can come for different reasons. One would be your Internet speeds - check them using speedtest.net. Slow speeds can cause this. Also, are you talking about the push notifications or email ones? Pushes should be very quick while emails aren't sent until the video uploads. Push notifications are slowed down when using Arlo Smart because of the need for the servers to process the videos before triggering the notifications. What plan are you using and have you subscribed to Smart?
