Connecting to Arlo server problem VMB3000 base station

Hello, I have been using an original Arlo with the VMB3000 base station and VMC3030 cameras for many years. Recently the base station quit working, would not power on. I bought a used one and it powers on and seems to be fine and i can add it to my arlo account but I consistently get the message that it is offline when I try to add cameras to it. Even, though it is connected directly to my home router with an ethernet cable and the internet lights up fine on the base station. i believe the problem is the base station cannot connect to the Arlo server. I have tried multiple resets, unplugging the ethernet, the power cable etc etc and the problem persists. When I tried to add it to my arlo account it seems to go fine, it says it is updating firmware and then says it has been successfully added. The problem is that it is I cannot add cameras as I consistently get the message that it is offline when I try to do that even though it is not offline. Anyone know how to solve this problem? Are you able to verify that this base station was removed from the previous owner's account? After reviewing, it looks like the previous owner didn't remove the base station successfully. It's still attached to their account as well causing an onboarding symptom.
