I have a single LED VMB4500.  I do not believe it was removed, but the account was closed several months ago.  The associated cameras work on a different identical VMB4500.

- A factory reset takes nearly two minutes to get the blue light to turn amber, but it finally does.  I have performed this factory reset twice.

- I use the internet web app, and cannot get it to discover this device.  I have a working VMB4500, so the web app and router setup are not the problem.

Is there anything else to try or do before committing this hub to the retired electronics heap?  Thanks!

When you factory reset the base by using the reset button, you must also remove it from your account or you can't claim it again because it's already claimed. If you can still log into the old account you could remove the base. If not, your only choice is to have at least a single camera subscription so you could contact support to see if they could get it released from the old account.

Thanks, that's what I figured, but I wasn't sure.  I won't waste any more time on it.
