Can the arlo be used without the internet?

I want to use the arlo, but locally only without any access to the internet.   

 

I know that I can attach a hard drive to the unit to store information locally

Not without some initial Internet access. And then it prolly wouldn't work well long-term being by itself since it's designed to have continual access. Probably not a good choice for you.
