Can emails and or push notifications be sent to multiple smartphones at the same time?

Yes. Push notifications are global - any device that has the app installed will get them unless specifically turned off on that device.  Email notifications are set in your modes and rules. Use the Mode tab, select your base and edit your modes, likely the Armed mode. You can add email addresses to send alerts to as needed. Be sure to save any changes.
