Apple TV has an app and you could cast to a smart TV with the right device and/or software. For a monitor, you'd have to use a computer or other device that supports external monitors. The operation would be the same so after the timeout period of no activity on your part the interface would timeout and log you off. This system really isn't designed to work as you suggest.
