Changed batteries in the camera, but camera still says needs new batteries. Exchanged the batteries and even bought different brand name batteries. The camera continues to say batteries need to be changed.
what’s wrong?

Let's assume for the moment that the camera is not defective.
Are the polarities of the batteries correct?
Are they seated properly? Remove the batteries and making sure the polarities are correct, gently reinsert them letting the battery door apply the proper pressure to seat them when the door is closed.
Check both the app and your account on your computer. One of them may not have updated.
Power off the base station for a minute or so then bring it back up and let it finish booting, then check the battery status again.
If that doesn't fix it, contact Customer Support at the green banner near the bottom of this page.

yes polarity correct since the blue light comes on briefly when i close the cover, thenit goes off. Also turns on if I press sync button. On the app shows that its sync’d but app also indicates battery needs to be changed. Odd that this would happen to two separate cameras at same time

Are the battery levels showing low in both the mobile app and on your PC?
I have read that someone with this problem only on the mobile app, deleted the app and reinstalled it and the problem was solved. But if it shows weak in both places, try powering off the base for a minute or so then power it back up and let it reboot. Upon completion of the reboot, check again.
Are you using rechargeable batteries? Also they have regular CR 123 batteries abd Lithium batteries. I made the mistake of buying the non-Lithium batteries soon after I purchased my system.

Use of a computer browser is a good troubleshooting step even if you don't normally use it.
