Camera Connects But Times Out When Live Viewing

I purchased an arlo cam system, the base model, and one of the cameras will only connect but once i try to start a stream from it , it times out. the camera itself will click like a low power relay is activating but i never see anything from the LED but blue. it kinda acts like it has a short in the batteries but even if its stable and "working" it still does nothing but time out. the cam was outside from what i have been told by the previous owner. i know the unit still is in sort of working order so i don't believe the outside to be the cause of the issue. the camera number are vmc33030. any info on where im dumb would be great

Did you test this camera out before purchasing it? Did you verify that the live view was working before you set it up?
