I am using Duracell batteries in my Arlo cameras. One camera is currently showing " replace batteries " after just 12 hours operation !! The "new battery is providing around 3.20 volts - the "spent" battery from this camera is giving an output of 3.10 volts

Question - is this battery really spent or is there someting wrong with my Arlo low detection system ?

Something isn't right...

New batteries are 3.2v, and with the Arlo cams, you'll get an email at about 10% the batteries are low at about 2.8-2.85v..

When the batteries are dead in an Arlo cam they read about 2.75v

So, pull out the batteries, make sure you put them in correctly, then replace.

See what it says then in settings...keep an eye on it.
