Base Station VMB3000 not connecting and won't reset

I've tried lots of resetting and even tried to complete a factory reset to get this base back online.  No luck.  I checked this page and found someone else with this problem and a solution, but the solution wasn't in detail for me to follow.  Anyone found anything that worked?

Had you removed the devices from the account before you tried adding them back?

 

Try using a pc web browser connected to the local router and login to my.arlo.com to add devices again.
