My outdoor camera is online and I can see everything on three devices. It is NOT showing up under "my devices" when I click "mode" and thus I cannot activate it to record.

Unless you have a Q camera, it won't show under My Devices in the Mode tab but your base will show.  Click on the base and then you have access.
