The ethernet receptacle, the female part of connection, pulled out of the base unit when detaching the cable. Can this be repaired? If so how, and by whom? Would it just be easier and cheaper to buy a new or used base unit on eBay? Are there privacy risks from buying a used unit?

No repairs available through arlo. Is it still under warranty?
If not you can purchase a new replacement base at your costs, just make sure that you get one with internal siren if you need it.

No. Each device (including bases/smarthubs) can only be in one account. So if you can on-board it, then it is exclusively yours. If you can't on-board it, then you can't use it at all.
The risk is actually that the previous owner might have neglected to remove it from their account before sale. Not sure if Arlo can/will help in that scenario - you might need to return it in that case. So be sure you understand the return policy of the seller.

It's a bit of a stretch but any competent electronics tech should be able to open the case and replace the Ethernet connector. Finding the exact replacement may be the challenge.
