Regarding the base station, can the USB ports be used for storage devices (i.e. flash drive, back up drive, NVR)?

Only in the Pro base station, not the original base. You can insert two flash drives or 2 external hard drives (up to 2 TB each) into the ports.

You will have to unmount them and remove them to be able to see anything on them on your PC. In other words, no viewing through the Arlo app.

I don't think a NVR will work, but not sure.
