Arlo detecting cars coming and going, but it is not picking up people

My Arlo security cam is detecting cars coming and going, but it is not picking up motion of an individual within the same field of detection. I am beging to think the individual is some how jamming the signal.
Example: I went out side to the area in question and moved around. The camera dectected the motion and sent me an alert.
Earlier in the day, in the exact area, the camera DID NOT PICK UP an individual as he piled rocks to block the access to the back of our house.
On Friday, surveyors where in the exact same area, pounding survey stakes in the ground. The camera DID NOT pick up the motion, but it did pick up and send an alert when the surveyor backed his truick next the the survey stakes he just pounded in the ground.

Trucks and cars have very large IR signatures. The PIR motion sensor of the camera picks these up easily. People have a much smaller IR signature. To capture people, you need to have your sensitivity setting much higher but this will end up with recordings every time a car/truck goes by. To sort this, the position of your camera is supremely important

I am using Arlo Smart which is supposed to mitigate this issue but it appears that Arlo Smart does not work. I have people and pets checked and cars unchecked and the sensitivity at 30 and it still picks up cars??

Arlo Smart is powered by modern machine learning algorithms that are always improving. These algorithms are trained to not only detect what caused the motion (Person, for example), but also determine how confident they are in making that identification. If the algorithm is not very confident, Arlo asks you to confirm if it is a person or not. Every time you answer these questions, you are helping to train the Arlo Smart machine learning algorithm to recognize more objects at a higher precision and send you even better alerts.
