Arlo base station camera green light is solid green after syncing but camera blinks blue

After changing batteries, re-syncing unsuccessful.  Base station green light is solid but camera LED light is blinking blue.

Make sure it's a quick press on the base sync button.... do not hold for 2 secs

then press the camera sync button,  a fast blue means it sync'ed

If camera LED is still blinking blue,try to remove the batteries for about 5 seconds and check if your camera is showing online. If it's still offline, you may need to re-sync it again. That's what I did on my camera.
