Once the 7 days elapses, are the video's permanently deleted from the Arlo cloud? Is there anyway to retrieve them after this time?

officially no. You must download the ones you want to keep before the 7 day period is up.

Unofficially folks who have upgraded to a paid plan have found that some of their recordings are still in fact there.

Does anyone know if there is an 'official' time when the videos are removed?

Also, when I delete them from my account are they really deleted?
