Arlo Cameras will not go into program mode

My cameras all went off line. Tried to resync them but they will not flash blue. Changed the batteries, all get the hard click but will not go into blue flash pattern. None will sync

what do the three leds on the base front show ???

 

power button reboot the base unit ( off -on )
