Arlo (Base Station) wont connect to app or online

The Arlo base station can not be discovered on the app or computer. I have followed all instructions and done all the troubleshooting I can find. All three lights are green and I have tried two different routers, no luck. The DHCP is enabled and ports 80 and 443 are both open. It is very frustrating, I have reset the system and still no luck. The base station is certified refurbished unit and at this point I think it is a hardware issue. Any advise would be greatly appreciated.

3 LEDs being green is not normal since you're trying to do the initial setup.  You should have only the power and Internet LEDs as green until you successfully sync a camera.  To be clear, the reset was using the reset button until the LEDs flash amber, right?  If so, I think you'll need to contact support using the Support link above here to open a case for more help.
