my new arlo cams dont seem to turn on till Im almost ontop of them the setting are all the way up are my cams set to far away from my doors I live in a colonial and the cams are about 18 -20 ft off the ground under the soffits for protection from the weather

I believe the cameras being mounted so high is causing your motion detection proplems. I believe that Arlo recommends about 7 to 10 feet away from the objects you wish to detect. These cameras are supposed to be weather proof so you could lower them without worrying about the weather.
The other solution would be to build a little cover over them to give them some more protection if you are worried about that.
Also, the way the motion detection sensors work is that they are designed to work best for detecting motion that moves across the field of view.
