transformer voltage

I know the voltage is 16 to 24 volta but when I qire the doorbell transformer at 24 it scopes at 28 volt and when wired for 16 right at 16 which is the minimum. Which should I use ? Will 28 volt harm the doorbell camera ?

I would use the 16v option first... stay in the specs of the requirement.
