I use a wifi router just for local connection of pcs (no internet) and phone broadband for all internet access.

I bought AVD1001 after reading a review that implied that this setup would work and data could be stored on local pc via wifi. But it looks like app cannot discover doorbell without internet access over wifi. Is this correct? Didn't see any explicit hardware/software/connectivity requirements on the box.

No, the AVD1001 does need to connect to the Arlo Cloud over the internet. Even if you have a smarthub for local storage, the system still requires internet service to work.
