May I ask which troubleshooting steps you have performed so far? I don't want to suggest any methods you have previously performed.
Have you tried turning off/on the silence unknown callers feature on your phone? Does the video doorbell ring your phone when this feature is off? The silence unknown callers feature should not have an affect on your doorbell ringing your phone. I have tested this feature and can not replicate the issue as described.
