White Light ring for a second after turning power on and then nothing

So I'm trying to set up an Arlo Video Doorbell wired for the first time.

Initially it didnt work because the circuit was 11 volts. Changed the transformer and its now 21 volts from the transformer to the lines on the back of the Arlo.

From here Im unable to continue with setup. The white led ring goes on for a second and then goes dark if the circuit breaker is switched off and on but nothing else happens after this.

Any advice?

Ive tried holding reset for 15 seconds as well
