Tapping push notifications does nothing on Android

I finally got push notifications working again on my video doorbell, but now when the doorbell is rung and the push notification prompts me to tap it to open the video stream, nothing happens when I tap it. The app doesn't open, nothing. When I open the app and try to view the video feed, it says it is currently in use. 

What use is it then?

Also, as many people have pointed out the lag between when something happens and when the video stream reflects it is close to 10 seconds. It has gotten worse since we first installed it.

What troubleshooting steps have you already done? I do not want to repeat anything you have already tried.
