Just moved into a house with Arlo video doorbell installed. Not able to add yo my account

I just moved into a home with the video doorbell already installed. They took their cameras and base station but left the doorbell. 

i downloaded the app but am not able to add the doorbell to my account. The previous owners have “released” it from their account. 

i tried just pretending I was installing a new doorbell and get to the part where I have it scan a QR code but nothing happens. 

the LED is solid white

 

 Amy ideas?
