Yes, the chime needs to be synced to a base or hub.

Which one do I buy? The Hub or the base station. I have an Arlo Essential Cam, Two Arlo Floodlight cams, and a video doorbell.

The "best" one depends. If everything is connected to your WiFi and you have no plans to connect them top your new hub/base, buy the cheapest one. Of course, if you want to get the most out of the system, consider a VMB4540 or 5000 hub so you can locally store videos as well as any other features the system supports. Your choice.

In a sense but not really. It's not an extender - it just creates a dedicated WiFi connection for your cameras. It would typically have the same coverage as your router (unless you have a mesh network). However, you could use it to provide a better signal to specific cameras by positioning it someplace where the signal would be stronger. Basically you would have some cameras connected via your router and others connected to the base.
