If I activate the Siren from my phone or tablet to scare someone or something off, does it automatically call 911 or do I have the option to just shut the alarm off.

Manually activating the siren is a separate activity from calling 911 or a friend.

So yes, you can use the siren to scare someone off without activating 911.
