How do we get the new phone linked?

The account owner upgraded to a new apple phone.. when trying to log in arlo says they do not the new device and will send  push notification. The notification is never received.   Must be linked to old phone... We can log into account from second user but there is no way to add person, or change acvou t owner as this phone is not the account owner.   How do we get the new phone linked?
