When I open my Arlo app I get a screen that reads (hold until safe) I don’t want this service, I can’t get rid of this screen

It sounds like you're launching the Arlo Safe app. Are you trying to use Arlo Safe or Arlo Secure? If you're watching to use Arlo Secure, make sure you're launching the correct app.
