Will Arlo Ultra work in Hong Kong?

It will work there but I don't think you can subscribe to the additional subscriptions to get full utility from them (4K cloud recordings in particular). There's an FAQ here that specifies where subscriptions are available.

I'm not up on this topic but I think it will record to the microSD card if installed in the base. Of course, you'd then need to properly remove the card from the base to see the videos.

For cloud recordings, you will need a subscription plan.
Without a subscription plan, recordings can be stored locally on the SD Card.
