Arlo has replied in the past it is a "Hardware Limitation" and it does state that in the manual. I wish it wasn't that way like many but It is the same on Pro3 with recording going from 2k to 1080 with it activated.

The camera has a fixed number of pixels and fixed field of view.  The camera lens isn't moving, and cannot move to track a target.

So, to achieve tracking mode, the camera extracts a subset of the available pixels (1080 vs 4K) and pans that 1080 view around within the 4K fixed view, to track the target as it moves.  It's a little more complicated than that, but that's the gist of it.

Yes,

Of course it could upscale it back up to 4K, but there wouldn't be any increase in resolution.
