What does the new solar icon mean?

So, another app update, another confusion.

What does the new solar icon mean when it's highlighted (in the light theme) or not (in the dark theme)?

How do I now know the battery is charging/charged?

Yeah, this info is a bit scattered.  Ideally it would be consolidated (or at least cross referenced in the various KB articles).
