VMC05040 How can you tell if the camera is bad

We have 10 ARLO Ultra Cameras for security. Several of them were left unattended and their batteries went to 0%.  I tool over monitoring the cameras and purchased some additional Ultra batteries plus an Ultra battery charger. 

Right now I have all the batteries at either 99% or 100% charged (some never reach 100%)

I've put them in the Cameras and ran into some problems:

1. Need a firmware update

2. Can not bring it online

3. Can not get it to show a blue light or anything

 

1. Right now, I just have Access to these cameras from the master account.  I need to upgrade my access so that I can do the firmware upgrade (or I can just log on to the master).

 

2.I believe the problem not getting the cameras online is that the Base Station does not seem to want to SYNC.  I've rebooted the Base Station, Router and each camera with the sync button trying to connect ( flashing blue light).  However the Base Station remains in Amber mode.  Not sure if thats a router or wifi problem at the moment.

 

3. Now the problem with one camera.  I have inserted batteries I know work in other cameras, but when I put them it this one camera, I can not get any blue light.  With the others sometimes I need to press the sync button and the blue light comes on flashing.  With this one camera I can never get the blue light.   Is there a way to verify if the camera itself is bad?  Is there any trouble shooting I can do on this one camea.
