I have two Ulrtas hooked up to the same base station. Both cameras have been rock solid. Lately one of them stays offline. The battery percentage is fine and they are on the same network and almost identical in distance to the router. Since this is no a network problem, could it be a problem with the camera itself. I know there are not diagnostic aids to identify a camera problem. I was wondering if I should remove that camera from the base station and go through add a device but this time holding the sync button till it turns orange

May I suggest that you swap the cameras to see if the issue follows the camera, if not then it might be location related issue.
Also consider any operating differences like if monitoring continuously or external power.
Power cycling base station to see if it resolves issue etc.
