Ultra Camera can not be initialized

I have 3 ARLO Ultras at one base station.

2 of them are fine.  One, I can never get a blue blinking light or anything from it.  I've put in 100% charged batteries and still nothing.

I removed the device , hoping that would almost do a factory reset (but I guess it didnt).  I then try to add it to the base station.  Except for no blue light from the camera, things looked ok.  Then ARLO started to search for the camera and that didnt work (waited over 15 minutes, then tried the manually route).  Is it possible that this camera is just shot and will not work?  I can bring over another Ultra to this base station so that I do have the proper security coverage.

But is there a better way to factory reset the Ultra?

The key step is to hold down the sync button for ~15 seconds - you should see the camera LED blink amber three times.
