I have my motion setting set to the maximum sensitivity, though motion doesn’t get detected until several seconds or longer of the alerted activity. This causes the Arlo camera to miss the recording of most of the beginning of the alerted activity. If a person or animal is detected in the motion zone, they are already in the middle of the frame but it doesn’t show when they entered the motion zone. How can Arlo be set to automatically record the previous 30 seconds of a motion alert rather than missing the activity?

Motion is best detected when moving across the FOV and not directly at the camera. Distance plays into this as well as sensitivity settings in the modes and rules (NOT the motion test). Even signal strength and quality between the base and camera can be a factor since the camera can be struggling to maintain a connection.

Can this be improved by using Direct power rather than battery power?

When you use AC power, it will apply a 3 second lookback, which should help.
