Limit of two 4k recordings at a time

I have 4 Ultra cameras. I understand only two of them can record in 4k at any given time. Does that apply to local recording to the SD card or uploading to cloud storage or both?
Also, if I walk around triggering each camera in succession, I assume the first two I trigger record in 4k and the 3rd and 4th will not. But what if the 1st camera is done recording by the time I trigger the 3rd one? Will the 3rd one then record in 4k?
