I have a shared account - two locations, two base stations with 5 cameras on one base and 3 on the other. How can I extend my plan to all eight cameras? Arlo limit is 5 per location.

Actually the subscription covers unlimited cameras (and bases) per location. The issue is that two locations requires two subscriptions.
You could perhaps set up the account with only one location, but that depends on how you need to control the cameras.

The bases are physically in different parts of the world. (Texas & USVI). Can I still combine the bases into one location?

You can, but you might not want to. Some functions (geofencing for example) might not work properly. Also, you only have three modes per location, and that likely isn't enough to control both locations independently.
