Geofencing second iPhone error "unavailable"

Hi all.

Yes I have the same problem with Geofencing with a second iPhone as everyone else but nothing seems to fix it. My wife's iPhone is listed as "unavailable" in geofencing and doesn't trigger the geofencing trigger. In the Arlo app, my iPhone and hers are both listed, both have ticks in the boxes, mine locates properly, hers says "unavailable".

I've tried...

  • reading as many of these forum posts as I can
  • deleting and reinstalling both iPhone apps
  • checking location settings in iPhone to "always"
  • logging out and logging in again
  • changing iPhone names
  • updated iOS (already was on 13.5.1)
  • updated firmware (already was on Hub VMB5000r4: 1.16.1.4_550_7655954, Camera H8: 1.070.50.4_223_df6cd69 )

Is there any new solution I haven't tried? I bought six of these cameras and am pretty annoyed....
