Charging Paused - Camera Battery temperature is too low

What can I do to help keep the camera warm?  It is currently 23 deg out at my house and I have 1 camera that gives me the error that Charging is Paused and the other doesn't.

 

I have both cameras connected to Arlo solar panels to charge them during the day.  But the front camera is always complaining about being too cold to charge.  The front camera is under a porch so I can see it not warming up like the other unit due to sunlight not hitting it directly.  

 

Does anyone have any suggestions on what I can do to keep the camera warmer so it will charge?

Li-ion batteries shouldn't be charged in freezing temps so what you see is normal. The batteries usually don't need to be kept at 100% - normal usage will allow the cameras to operate for 2-3 months. I have a couple of cameras on solar power that won't charge below 32F but keep on working fine until temps rise. They've been working fine for a couple of years now.
