Arlo Ultra not charging from Arlo Ultra & Pro 3 Solar Panel VMA5600-10000S

I have a 3 camera Arlo Ultra setup with one of the cameras attached to the Arlo Ultra & Pro 3 Solar Panel VMA5600-10000S.  Very rarely do I ever get a charge from the solar panel.  It is in direct sunlight, and I have attached/unattached it from the camera multiple times.  Any suggestions?

Does it ever show a 'lighting bolt' on the battery indicator ?

Try wiping the connectors on the camera and cable to see if that helps.

How cold is it outside?  When the temperatures are below freezing, the battery in the ultra won't charge.
