Arlo Ultra battery not charging

hi there, my Arlo ultra camera ran out of battery and wasn’t charged for a few months and since I put it back on charge which has been a few days now with different charges and different Arlo cameras this device is still not charging. 

I read online that this could be due to the battery requiring a jumpstart, so I performed this following a YouTube video and now when I plug my camera in I get a flash of a blue light on the side and the infrared system however the battery will still not charge. please see https://streamable.com/s9qjn7

any ideas?

When you swap the batteries with a different camera, is the charging problem moving with the camera, or is it staying with the battery?
