Ultra has lost local 4K after subscription

I have lost 4K local recording option to SD card.
After subscribing to plan the 4K option under video settings has changed to 2K.
yet a flag comes up after subscribing highlighting that I can record 4K locally.
brand new account, factory resettled whole system
