It seems there is a limitation in playing back 4K streams using the webbrowser application.

Is there a setting I can change to get that working?

What is the problem?

Is it Windows OS?

Works fine on my Ipad < and iPhone >

It's not Windows, it's a browser issue. Right now, the only way to view 2/4k videos is to have a new enough computer (proper hardware is required) with the latest Edge browser and the HEVC add-on available from the Microsoft store. I have an older laptop without the hardware support so have to download the videos if I want to play them locally without using the app.

Like jguerdat said and in my case I have an older desktop but it  has a video card so I can see them. But on my year old Surface Go tablet that has intergraded graphics so I have to download. 

I have half of cams on zoom and tracking and it defaults to 1080p and they I can view on tablet.

Thanks for the tip! I tried new Edge Browser and I can play back 4 K clips.
