Tech question - please help

We had some Arlo cameras attached to solar panels stolen. Recently they reappeared on our app as active. They are working on some Tmobile-92CC. they are in a closet or something recording and active.. some cat keeps tripping the sensor and sending me alerts... how is this possible?

Somebody somehow got them (not necessarily the thief), charged them up, and deployed them.  Presumably they are trying to figure out how to get them into your account.
