Cloud view of local USB videos

I am wondering if local USB video can be viewed on the cloud?  Does this work on the Free/no plan or does it require Arlo Secure plan?  Pro cameras only or Ultra models?

It is not saved in the cloud.

Locally stored video can be viewed from the app if the camera(s) are connected to a smarthub (VMB4540 or VMB5000) base.  You can configure your router to allow you to see this video even when you are away from home.

It cannot be viewed from the web browser, and it is only available to the primary account holder (not friend accounts).  This access does not require a subscription.
