Cannot sign on after getting a new phone Arlo VNB4000

I bought a new phone (iphone14) and had to redo my password.  When I went to get the device authorized it kept saying that it was sending push notifications that never came.  I then entered my email and got sent a 6 digit auth code which I entered.  I kept getting message that iPhone was not a trusted device and could not be used.
